Qualifications Framework Line 10

Development of Qualifications Framework

Overview

Qualifications Frameworks play a critical role in structuring and classifying qualifications across different learning levels. They are designed to integrate various qualification systems, enhancing transparency, access, comparability, and quality in relation to labour markets and broader society. By defining qualifications based on learning outcomes—what individuals know and can do—they ensure that skills gained through formal education, informal learning, and work experience are equally recognized. This structured approach supports clearer pathways for learners to progress and develop their careers.

Our Role in Qualifications Framework Development

DPBA and Associates have actively contributed to the creation and enhancement of Qualifications Frameworks across the Caribbean region. This work includes developing frameworks for CARICOM, Jamaica, St. Kitts-Nevis, Barbados, Belize, Saint Lucia, Suriname, and the Regional Vocational Qualifications Framework.

These frameworks help align national qualifications with global standards, ensuring that skills and competencies are both relevant and transferable. By placing qualifications within clearly defined levels, they enable better workforce planning, easier cross-border recognition of qualifications, and improved career mobility for individuals.

DPBA’s extensive experience in this area highlights its commitment to building systems that support lifelong learning, workforce development, and stronger connections between education, training, and labour market needs.
